The EF’s new structure

Posted by Ethereum Foundation Management on June 23, 2026

Organizational

Today, the EF is undergoing a transformation, concluding a months-long reorganization process as part of implementing the Mandate and Treasury Management Policy. This results in a new structure, activities, and personnel to tackle the critical tasks ahead, but also marks the departure of 54 colleagues, approximately 20% of the EF, who will now contribute to Ethereum from outside the foundation in the coming weeks.

This post offers a brief overview of the new structure and details on supporting those leaving the EF.

The new structure

The EF is now organized into five clusters, each focusing on distinct areas of work:

  • Protocol Layer: Responsible for ensuring Ethereum delivers on its core promise of scaling self-sovereinity by laying the groundwork for hardening and scaling the Ethereum protocol. Their goal is to maintain the protocol's properties of censorship and capture resistance, open source, openness, privacy, and security.

  • Access Layer: Enables individuals to access and utilize Ethereum's self-sovereignty features for actions such as reading the chain, transacting, proving, delegating, and exiting. This layer aims to make self-sovereignty accessible, legible, and survivable for users and their agents.

  • User Layer: Focuses on enhancing user experiences and engagement with Ethereum.

  • Community Layer: Cultivates and supports the Ethereum community.

  • Institutional Layer: Deals with broader institutional relationships and strategic partnerships.

There is also a cluster dedicated to Operations and another comprising Management and teams supporting management work.

In the coming month, the EF will provide more detailed insights into each domain. For now, we'll offer a high-level introduction.
